The Directorate General of Trade Remedies (DGTR) under the Union Ministry of Commerce and Industry has made a significant decision regarding the imposition of anti-dumping duties (ADD) on polyvinyl chloride (PVC) imports. The DGTR has dismissed a proposal by the industry to exclude special PVC from the ADD levy, in a move aimed at protecting domestic manufacturers from unfair competition.

 

The decision follows an anti-dumping investigation initiated on March 26, 2024, concerning imports of PVC Suspension Resins from China, Indonesia, Japan, Korea, Taiwan, Thailand, and the United States. In its preliminary findings, released on October 30, 2024, the DGTR recommended the imposition of provisional ADD on these imports.

 

The DGTR's conclusion is based on its assessment that special PVC produced by domestic manufacturers is comparable to the imported product in question. By maintaining the anti-dumping duties on special PVC, the DGTR aims to offset the alleged dumping and injury caused by these imports, providing relief to local producers.

 

While this decision is expected to benefit domestic PVC manufacturers, it may lead to increased costs for industries that rely on imported PVC resins. The DGTR's ruling underscores the ongoing efforts to balance the interests of domestic production and import reliance within India's polymer industry.
